PROBLEM TO BE SOLVED: To provide a thermoplastic foaming resin composition that can give foam having excellent molding appearance and high flexibility. SOLUTION: To 100 pts.mass of (a) a hydrogenated block copolymer prepared by hydrogenating a block copolymer having one or more polymer blocks A mainly comprising aromatic vinyl compound and one or more polymer block mainly comprising conjugated diene compound, (b) 50 to 200 pts.mass of a non-aromatic rubber-softening agent, (c) 5 to 50 pts.mass of a polyethylene resin polymerized by using a metallocene catalyst are added to prepare a resin composition. Then, (e) 0.5 to 5 pts.mass of a chemical foaming agent having a decomposition point of lower than 160°C is added to 100 pts.mass of the resin composition to give the thermoplastic foaming resin composition.
