A process for producing fine particles of rutile-form titanium oxide which highly protect against ultraviolet and have high transparency to visible rays. The process for producing fine rutile-form titanium oxide particles comprises a step (1) in which titanium dioxide hydrate is treated with at least one basic compound selected from the group consisting of the hydroxides of alkali metals and the hydroxides of alkaline earth metals and a step (2) in which the compound obtained in the step (1) is treated with a carboxylated compound and an inorganic acid.
