PROBLEM TO BE SOLVED: To charge a secondary battery with high voltage while securing its safety. SOLUTION: In a circuit comprising a charger 1 which has a circuit 134 that generates first reference voltage, a circuit 133 that generates first relative voltage, based on the first reference voltage, a first comparator 132 that outputs the first comparison output voltage geared to the voltage of the difference between the first comparison voltage and the battery voltage, and a first control circuit 131 that controls the supply of the charge voltage, according to the first comparison voltage, and a battery pack 2 which has a circuit 233 that generates the second comparison voltage for comparing it with the battery voltage, based on the second reference voltage, a second comparator 232 that outputs the second comparison output voltage geared to the difference between the second comparison voltage and the battery voltage, and a second control circuit 231 that controls the supply of charge voltage to the secondary battery 21, according to the second comparison voltage, the first reference voltage is inputted into the battery pack 2 and the first reference voltage is used as the second reference voltage.
