PROBLEM TO BE SOLVED: To realize a simple structure for determining road classification required for exact route guidance. SOLUTION: A road classification determining section 210 determines whether or not a driving vehicle arrives at a zone where a highway and an ordinary road exist so as to be parallel and adjacent to each other, by referring to map data in a map-data storage region 121. If the result of the above determination is positive, a drive time measuring section 220 sets a measurement zone in the above parallel/adjacent zone in order to measure a drive time of the vehicle and measures an actual time required for the vehicle to drive along the measurement zone. Then, a road classification determining section 240 determines to which the vehicle driving road is classified between the highway and the ordinary road on the basis of the measured drive time and highway-use/ordinary road-use set values being set in consideration of traffic conditions in the measurement zone.
