PROBLEM TO BE SOLVED: To provide a high-speed electrophotographic apparatus using a low-temperature fixable toner, in which a photoreceptor is hardly contaminated, uneven rotation of the photoreceptor particularly due to an external additive sticking on the photoreceptor is prevented, and toner degradation and fusion hardly occur, and which can stably provide high-quality images over a prolonged period of time. SOLUTION: The electrophotographic apparatus has: an electrophotographic photoreceptor; a means for forming an electrostatic latent image on the electrophotographic photoreceptor; and a developing means for forming a toner image by developing the electrostatic latent image formed on the electrophotographic photoreceptor with the toner, wherein the toner has a melt index (MI) at 135°C/1.2 kg of 8-30 and contains inorganic fine particles as an external additive, and the surface layer of the electrophotographic photoreceptor contains a diorganopolysiloxane on which at least two side chains are grafted and at least one of the two side chains is a perfluoroalkyl group.
