PROBLEM TO BE SOLVED: To provide an electrophotographic photoreceptor capable of successively obtaining toner images high in density and high in sharpness without any void in a solid image or any void in a character image even when a toner image formed with a liquid developer is transferred to a recording medium via an intermediate transfer body, and an image forming apparatus. SOLUTION: The electrophotographic photoreceptor is used in an image forming apparatus equipped with a charging means, an exposing means and a developing means to develop an image on an electrophotographic photoreceptor with a liquid developer containing toner, a primary transfer means to primarily transfer a toner image on the electrophotographic photoreceptor formed by the developing means onto an intermediate transfer body, and a secondary transfer means to transfer the toner image on the intermediate transfer body onto a recording medium, wherein the surface layer of the electrophotographic photoreceptor contains at least inorganic fine particles and organic fine particles.
