PROBLEM TO BE SOLVED: To improve the dispersibility of coated particle fuel in a primary ball for spherical fuel obtained by pressing coated fuel particles and graphite powder. SOLUTION: A mixture 30 of the coated fuel particles and the graphite powder is loaded into a mold 60 for the primary ball formed by jointing the lower part 60L of the mold 60 and the upper part 60U of it so that they can freely be attached to and removed from each other and is pressurized to manufacture the primary ball for the spherical fuel. In the process, first of all, the upper part 60U of the mold 60 is imposed on the lower part 60L of it after loading a portion 30L of the mixture 30 into the lower part 60L of the mold 60, stirring it and then making sure of no mixture 30 on end faces 60LE of the lower part 60L of the mold 60. Then, the mold 60 is pressurized after loading the rest of the mixture 30U into the upper part 60U of the mold 60 and stirring it.
