PROBLEM TO BE SOLVED: To provide an elevator having a reduced size. SOLUTION: A shock absorber for a car 2 is provided at the bottom of a shaft 1. A hoist machine 6 has a hoist brake device 10 for braking the movement of the car 2. A safety device 18 controls the operation of the hoist brake device 10 so that the speed of the car 2 is a collision permissible speed of the shock absorber or lower before reaching the position of the shock absorber when the speed of the car 2 is abnormal. It starts the operation of the hoist brake device 10 when the speed of the car 2 exceeds an overspeed detection level. A value for the overspeed detection level in a range from the position of the shock absorber to a predetermined section is set depending on the position of the car 2 so that the speed of the car 2 shows a value for the collision permissible speed of the shock absorber in the position of the shock absorber with the braking operation of the hoist brake device 10 on the car 2.
