PROBLEM TO BE SOLVED: To prevent the occurrence of cleaning failures by preventing lubricant from being excessively applied to an image carrier and effectively removing residual toner remaining on the surface of the image carrier, without being transferred to a transfer body. SOLUTION: The lubricant applying and cleaning unit is provided with a cleaning member (503) cleaning toner remaining on the image carrier, without being transferred to the transfer body, after transfer processing and a lubricant applying member (502) provided on the upstream side of the cleaning member in the conveying direction of the image carrier and applying the lubricant to the surface of the image carrier. The lubricant applying member is configured so that it is rotated to apply the lubricant to the image carrier (2) and an application amount regulating member (504) coming into contact with the lubricant applying member is provided.
