PROBLEM TO BE SOLVED: To provide an inexpensive and simple structual warming-up device for an internal combustion engine. SOLUTION: A heat storage material storage container 14 with a latent heat type heat storage material X stored is disposed in the water jacket 13 of the internal combustion engine. A nucleating device 2 operated to promote the phase change of the heat storage material in a super-cooled state is installed in the heat storage material storage container. A bimetallic platy member 29, a water wheel 25 installed in the water jacket, a rotor 23 installed in the heat storage material storage container, and two or more claws 24 approximately radially extending from the center of the rotor, are provided in the nucleating device. The respective claws of the rotor as well as the water wheel are rotated by cooling water flowing in the water jacket with the starting of the internal combustion engine, and a new surface on the surface of the platy member which is scratched by the rotating claws is brought into direct contact with the heat storage material in the super-cooled condition.
