PROBLEM TO BE SOLVED: To provide a developing device capable of preventing an overflow of toner. SOLUTION: The developing device 7 of a one-component system develops an electrostatic latent image on a photoreceptor 1 with a toner, held on a developing roller 12, without touching the electrostatic latent image. In the developing device 7, a supply roller 15 for supplying the toner to the developing roller 12 is formed of a brush, and a consecutive development operation has a quiescent period after every fixed time.
