PROBLEM TO BE SOLVED: To provide a phenolic resin composition excellent in impregnability and mechanical strength and used for wet friction materials, to provide a method for producing the same, and to provide a wet friction material using the same. SOLUTION: This method for producing a phenolic resin composition for wet friction materials comprises subjecting a phenolic resin to an impact dispersion treatment in an impact equipment at a pressure of≥300 kg/cm<SP>2</SP>. The thus-obtained phenolic resin composition for the wet friction materials has a viscosity of≤300 mPa s at 25°C.
