<p>The device has a coil spring (35) connected with a clamping lever (2) by a carrier plate (15) and by a friction unit (16). The friction unit is axially arranged between the carrier plate and the clamping lever with radially outwardly and inwardly situated circular-shaped friction surfaces. The friction unit is pressed with the friction surfaces toward outward at an inner wall of an external cylinder (12) and/or toward inward at an outer wall of an inner cylinder by a peripheral sided deformation of the carrier plate with the clamping lever.</p>
