PROBLEM TO BE SOLVED: To minimize waste work while preventing sorting work from being complicated by automatically sorting industrial property right information delivered.

SOLUTION: A sorting rule setting part 202 stores sorting rule information. A sorting information storage part 204 stores sorting information in which persons in charge of evaluation are related with publication numbers of publication data, and when information of a publication number is inputted from any one of individual matter evaluator terminals 106-1 to 106-n of a person in charge of evaluation who requests browsing, the storage part makes him/her browse publication PDF data of the inputted publication number. A manual processing part 209 executes individual sorting processing to publication data not sorted by the sorting rule. A sorting processing part 210 sorts publication data to each person in charge of evaluation based on the sorting rule and generates sorting information.
