PROBLEM TO BE SOLVED: To provide a paper feeding device and an image forming device reducing time and labor for replacement of roll paper. SOLUTION: A case body 31 of the paper feeding device is rotated around a horizontal rotating shaft 3100 and pulled out to outside of the image forming device 1. Due to this, a roll paper storing part 311 and a roll paper holding part 312 are positioned roughly horizontally.
