PROBLEM TO BE SOLVED: To provide an elastic body unit capable of easily showing the original deformation characteristic of a columnar elastic body and advantageously securing a comfortable sense of sleeping and sitting, and to provide a mat. SOLUTION: The elastic body unit 10 includes: a support layer 3; the plurality of columnar elastic bodies 4 arranged in the support layer 3 so as to project from the upper surface of the support layer 3; and fall preventing parts 5 arranged between at least the partial and adjacent columnar elastic bodies 4 among the columnar elastic bodies 4. The fall preventing parts 5 contact the columnar elastic bodies 4 which are deformed with a load in a height direction so as to suppress the excessive fall of the columnar elastic bodies 4.
