PROBLEM TO BE SOLVED: To provide a method for treating organic chlorine compound-containing water capable of processing raw water containing an organic chlorine compound continuously and efficiently by a simple apparatus; and also to provide an apparatus. SOLUTION: The organic chlorine compound such as dioxin is decomposed by: loading a reducing-catalyst-carrying powder (for example, palladium-carrying activated carbon powder) into the raw water 1 from a reducing-catalyst-carrying powder feeder 2 to mix it; adsorbing the organic chlorine compound in the raw water and also separating to concentrate it to the primary side of a filtration membrane by a membrane separator 4; thereafter back-washing a solid matter containing the palladium carried activated carbon powder, thereby separating the solid matter to transfer it into an organic solvent; further loading hydrogen from a hydrogenation device 8 into a back-washed waste organic solvent tank 7 containing the solid matter to make the inside of the back-washed waste organic solvent tank 7 into a reducing atmosphere; and then, carrying out the reduction reaction of the organic chlorine compound at normal temperature and pressure.
