MOVING IMAGE ENCODING METHOD, APPARATUS, AND PROGRAM

PROBLEM TO BE SOLVED: To provide a moving image encoding apparatus for improving image quality by performing appropriate control corresponding to property of an image in single pass rate control.

SOLUTION: A moving image encoding apparatus includes: a code amount calculation section 5 by picture types for calculating code amounts by first and second picture types at the time of encoding (n) pictures contained in a target moving image using first and second quantization parameters; a bit rate calculation section 6 for calculating first and second bit rates by multiplying first and second average generation code amounts determined from the code amounts by first and second picture types, respectively by a setting frame rate; a quantization parameter calculation section 7 for calculating a third quantization parameter using the first bit rate, the first quantization parameter, the second bit rate, the second quantization parameter and a target bit rate; and an encoding section 9 for performing encoding while performing rate control using the third quantization parameter as an initial value.
