PROBLEM TO BE SOLVED: To provide a method for producing a water-based coating composition maintaining the hydrophilicity of the surface of the coated film, required for exhibiting stainproof properties during the working life, and making difficult the use of the coating material having reduced surface hydrophilicity. SOLUTION: The method for producing the water-based coating composition involves formulating (C) an organosilicate compound, (D) an organometallic compound and (E) a polyoxyalkylene group-containing compound with a main material comprising (A) an emulsion of a synthetic resin having the main chain consisting essentially of a vinyl polymer and having at least one silicon group bound to a hydrolyzable group in the molecule and (B) an amine compound. The working life of the coating material is regulated by the water-based coating composition, and the formed coated film exhibits hydrophilicity and stainproof properties.
