PROBLEM TO BE SOLVED: To enable a change in scanning speed without the need for a special material or temperature control, in the use of a deflecting element for deflecting an optical beam by sinusoidal oscillation. SOLUTION: In this image forming apparatus, an operation speed of the deflecting element, a Video Rate, spot power, a combination of parameter values acquired by using sub-scanning-direction addressability as a parameter, and the number of line skips are set depending on a resolution ratio N and a process speed ratio M. Thus, on condition of 1,200 dpi and a full speed, scanning exposure is performed by outputting an image signal on the basis of each of an SOS signal and an EOS signal; and on condition of 1,200 dpi and a half speed or 600 dpi and the full speed, the image signal is output for scanning exposure only when the SOS signal is detected.
