An agitator for agitating and mixing fluid entirely in a tank over a wide viscosity region from high viscosity to low viscosity quickly and uniformly. The agitator comprises an upper agitating blade portion and a planar lower agitating blade arranged on an agitation shaft. The upper agitating blade portion comprises a plurality of stages of a set of upper agitating blades consisting of a plurality of upper agitating blades provided, at a predetermined interval, along the circumferential direction of the agitation shaft while inclining at a predetermined upward angle with respect to the rotational direction of the agitation shaft, characterized in that the corresponding upper agitating blades at respective status are disposed such that the upper agitating blades at the upper and lower stages are arranged at such overlapping positions that the lower side of the upper agitating blade at the lower stage can be viewed from the lower side of the upper agitating blade at the upper stage in the direction of axial length, and an angle, in the rotational direction about the agitation shaft, from the upper side of the upper agitating blade at the uppermost stage to the lower side of the upper agitating blade at the lowermost stage becomes smaller than 180°.
