PROBLEM TO BE SOLVED: To provide a light control sheet which can efficiently condense illumination light within a required range without generating Newton ring, is excellent in environmental resistance and has satisfactory productivity, and to provide a surface light source device.

SOLUTION: A unit lens 141 and a concave part 143 are disposed on such a location that an apex of the unit lens 141 falls on a center of the concave part 143 when seen from the normal direction with respect to a sheet surface. Further, a reflection layer 144 is formed on a convex part 142. The reflection layer 144 is formed by printing as a diffusion reflection surface. Therein, a protrusion length of the convex part 142 falls into the range of ≥5 μm and ≤60 μm.
