<p><P>PROBLEM TO BE SOLVED: To optimize a state of generating a micro nanometer bubble concerning a water treatment apparatus including a pre-treatment device for pre-treating water to be introduced. <P>SOLUTION: First to fourth treatment tanks are installed on each front part of an ultrapure water production device 5, a diluted drainage recovery device 34, miscellaneous water recovery device and a drainage treatment device. Each of treatment tanks 1, 2, ... comprise micro nanometer bubble generation tanks 6, 23, ... and anaerobic measurement tanks 7, 24, .... Accordingly, a microbe in each of the anaerobic measurement tanks 7, 24, ... is activated by the micro nanometer bubble generated in each of the micro nanometer bubble generation tanks 6, 23, ... and the treatment efficiency of an organic substance having a low concentration is enhanced. Further, if a measured value of each of dissolved oxygen meters 13, 30, ... or each of oxidation-reduction potentiometers 14, 31, ... in the above anaerobic measurement tanks 7, 24, ... exceeds a fixed range determined to each meter, a rotation number of circulation pumps 9, 26, ... is controlled to decrease the generation of the micro nanometer bubble.
