PROBLEM TO BE SOLVED: To provide a water-holding agent which is used for paper-coating liquids, has an excellent water-holding property, and does not raise the viscosity of the coating liquid. SOLUTION: This water-holding agent which is used for paper-coating liquids to obtain coated paper comprises a copolymer (A) synthesized from 15 to 70 pts.mass of (meth)acrylic acid, 30 to 85 pts.mass of an alkyl (meth)acrylate, and 0 to 50 pts.mass of another ethylenic unsaturated monomer capable of being copolymerized with the monomers, a nonionic surfactant (B) and an anionic surfactant (C), wherein the total amount of the nonionic surfactant (B) and the anionic surfactant (C) is 10 to 50 pts.mass per 100 pts.mass of the copolymer (A), and the mass ratio (B)/(C) of the nonionic surfactant (B) to the anionic surfactant (C) is≥3.
