PROBLEM TO BE SOLVED: To provide a braking force to a vehicle in accordance with a road environment in which the vehicle travels. SOLUTION: An ECU implements a program including a step (S120) of determining whether the vehicle requires an engine brake or not on the basis of information acquired from a navigation system when an accelerator opening P is smaller than a threshold P (1) (YES in S110), a step (S130) of controlling a VVL mechanism changing lift amounts of an intake valve and an exhaust valve so that these valves can be operated with such lift amounts that the engine brake of a specified braking force is applied when the vehicle requires the engine brake (YES in S120), and a step (S140) of controlling the VVL mechanism so that the lift amounts of the intake valve and the exhaust valve can be maximized when the vehicle does not require the engine brake (NO in S120).
