PROBLEM TO BE SOLVED: To effectively and efficiently perform thermal storage operation in ice thermal storage equipment and to reduce operation costs of the equipment. SOLUTION: A pre-thermal storage operation for delivering the cold water C taken out from an upper portion of a thermal storage tank 1 to a cold heat source device X to cool the water to 4°C, and returning the cooled cold water C to a lower portion of the thermal storage tank 1 is performed until a temperature of the stored cold water C at an upper portion of the thermal storage tank 1 is lowered to 4°C, before a heat storage operation for cooling the stored water C in the thermal storage tank 1 and forming an ice accumulation layer A in the thermal storage tank 1, is performed. Then a transient thermal storage operation for delivering the cold water C taken out from the lower portion of the thermal storage tank 1 to the cold heat source device X to cooling the water to 0°C, and returning the cooled cold water C to the upper portion of the thermal storage tank 1 is performed until the temperature of the stored cold water C at the lower portion of the thermal storage tank 1 is lowered to 0°C, and further an after-thermal storage operation for delivering the cold water C taken out from the lower portion of the thermal storage tank 1 to an ice making device X, 3 as ice making raw water, and supplying ice particles (a) made by the ice making device X, 3 into the stored cold water C in the thermal storage tank 1 to form the ice accumulation layer A, is performed.
