PROBLEM TO BE SOLVED: To provide an inexpensive device having simple structure, easy in operation, causing no failure, quickly restorable even if failure is caused, and capable of handling even by anybody. SOLUTION: Water supply to a water storage tank and water supply to a using water supply port are opened and closed by one valve. Water from the water storage tank is supplied from an upper water supply pipe and a lower water supply pipe. A valve arranged in the tank for storing water and arranged in the lower water supply pipe, is opened and closed by interlocking with the valve. The water in the water storage tank is always freshly replaced in use. Its storage water is used in water cutoff. Its interlocking opening-closing is performed by one lever.
