The construction has a flat usage base that is constructed on a concrete floor (10). A thick, steep and/or flexible leveling layer (12) is arranged on the floor. A floor plate from a mineral material e.g. mineral wool and fiberglass, is provided on the leveling layer, where a decorative layer (22) is fixed on a surface of the floor plate. The leveling layer is made of elastomer rubber- or plastic foam. The decorative layer is formed by a textile layer, linoleum, layer of plastic e.g. elastomer plastic, and a layer of wood or derived timber product.
