PROBLEM TO BE SOLVED: To provide a hybrid developing device capable of stably suppressing density lowering due to fine powdery toner remaining on a developing roller and the occurrence of an afterimage (ghost) phenomenon, etc., over a long period by more efficiently collecting the residual toner on the developing roller after the developing process, and also, replacing with new toner, and to provide an image forming apparatus. SOLUTION: Regarding the developing device and the image forming apparatus, a counter electrode facing the developing roller is arranged on the downstream side of the developing area in the developing roller rotating direction, and also, on the upstream side of the counter position of a supply roller and the developing roller, and an electrical field is formed between the counter electrode and the developing roller, consequently, the toner on the developing roller is peeled once, and also, the toner is stuck on the developing roller again so as to form a thin toner layer on the developing roller again.
