PROBLEM TO BE SOLVED: To improve practical use of a steering system having a function capable of changing a ratio of a steered quantity of a steered device relative to an operation quantity of a steering operation member. SOLUTION: In this steering system, a variable action transmitting device 14 which can change a relative operation quantity of first elements 82, 180 connected to a steering operation member and second elements 90, 182 connected to a steered device 12 corresponding to drive quantities of third elements 184, 186, 152 engaged with them, is provided with a third element action banning device 200 capable of banning the action of the third elements. Under a condition that the action of the third elements is allowed, the third element action banning device 200 is controlled to intermittently ban the action of the third elements. Accordingly, under a condition that the action of the third elements is allowed, for example, when a drive source 150 of the variable action transmitting device 14 is failed, the ratio of the steered quantity relative to the operation quantity of the operating member can be changed, so as to enable appropriate steering.
