PROBLEM TO BE SOLVED: To provide a light diffusing plate which is simple and inexpensive, on which a light diffusing layer can be formed by silk printing, and further by which a mold for forming a satin-finished-surface can be formed. SOLUTION: Based on the particle size of a diamond abrasive grain adhered to a diamond tool, particle size of glass powder 7 is selected. The prepared glass powder 7 is blended with water glass 5 or the like and the obtained mixture is dispersively adhered onto a glass substrate 3 by silk printing to form the light diffusing plate 1 having the unevenness of 30 to 40μm.
