PROBLEM TO BE SOLVED: To raise play-out robustness without lengthening a play-out delay time. SOLUTION: A system for transmitting video comprises a transmitter which creates a second plurality of frames during a transient time of the video on the basis of a first plurality of frames during the transient time of the video. The creation of this frame is performed so that the second two or more frames include more numbers of frames than the first two or more frames. The transmitter transmits the second plurality of frames to a receiver at a frame rate which is larger than a frame rate at which a receiver renders the second plurality of frames.
