PROBLEM TO BE SOLVED: To improve the accuracy of transmission channel estimation while suppressing the degradation of transmission efficiency in transmitting known signals for transmission channel estimation. SOLUTION: A control unit 30 adjusts the number of streams for each of a plurality of packet signals. The control unit 30 also specifies a packet signal whose number of streams is the largest among the packet signals whose number of streams has been adjusted. The control unit 30 arranges a known signal and a data signal to each of streams for the specified packet signal, and arranges an additional known signal to another stream while setting the other stream.
