PROBLEM TO BE SOLVED: To solve the problem wherein continuous monitoring of the degree of optical activity of the sample coming out of a filter after measuring inhibiting components in the sample is removed by the filter is useful to sense a steady state in the measurement of concentration for measuring the concentration of an optically active substance in the sample, by measuring the degree of the optical rotation of the sample but the concentration value of the sample easy to change, even if a steady state is obtained because continuously flowing sample is measured. SOLUTION: When it is sensed that the degree of optical activity becomes the steady state, feeding of a liquid is stopped for a fixed time, and the degree of optical activity of the sample in a stoppage state is measured again.
