PROBLEM TO BE SOLVED: To provide an air-flow rate control valve which expands a setting range of a magnetic transfer part facing the peripheral face of a rotor while achieving miniaturization. SOLUTION: A torque motor 14 is composed of a shaft 15 having a rotor 41; a cylindrical coil 42 arranged to the outer peripheral part of the rotor 41; and a stator 43 excited with the coil 42. A first constituent member 61 of the stator 43 is composed of a first magnetic pole part 71 arranged between the coil 42 and the rotor 41, a first magnetic passage part 72 arranged to the outer peripheral part of the coil 42, and a first connecting part 73 for connecting the tip part of the first magnetic passage part 72 to the first magnetic pole part 71. A second constituent member 62 of the stator 43 is composed of: a second magnetic pole part 81 arranged between the coil 42 and the rotor 41; a second magnetic passage part 82 arranged to the outer peripheral part of the coil 42; and a second connecting part 83 for connecting the base end part of the second magnetic passage part 82 to the second magnetic pole part 81.
