PROBLEM TO BE SOLVED: To provide a paper feeder using impact relaxing means having impact relaxing performance corresponding to the stacking capacity of paper sheets to be stacked for relaxing impact occurring in the down-movement of a paper feed tray. SOLUTION: The paper feeder comprises: a driving means for moving up the paper feed tray; and the impact relaxing means for relaxing impact due to the down-moving operation of the paper feed tray. The impact relaxing means DP1, DP2 mesh with reduction gears G2, G1, respectively. Each impact relaxing means grants rotating load to a power transmission mechanism DR in the down-movement of the paper feed tray 4, namely, when the power transmission mechanism DR is cut off from a motor M, and freely rotated. It can use a damper such as an oil damper, an air damper or a friction damper, or a torque limiter. Preferably, the impact relaxing means grants load thereto only in the down-movement of the paper feed tray 4, but does not grant load in the up-movement with the drive of the motor M and it is the damper or the torque limiter having a one-way clutch.
