PROBLEM TO BE SOLVED: To provide a fixing device using a belt member, capable of retaining high fixing performance for a long time by preventing wear or the like of a fixing belt or pressure roll caused by a pealing member that exerts adverse effects on fixing performance, and to provide an image forming apparatus. SOLUTION: The fixing device 60 is set so as to satisfy a relation expressed by Lpr≤Wbe<Lhr<≤Lpad, wherein Lhr denotes the width of a fixing roll 611, Lpad denotes the width of a releasing pad 64, Wbe denotes the width of the fixing belt 610, and Lpr denotes the width of the pressure roll 62.
