PROBLEM TO BE SOLVED: To provide an electrophotographic photoreceptor that can sufficiently suppress occurrence of irregular density even when it is exposed to light from a fluorescent lamp or the like, and to provide a process cartridge and an image forming apparatus equipped with the electrophotographic photoreceptor and achieving a long life and high picture quality. SOLUTION: The electrophotographic photoreceptor 1 comprises a conductive support 2 and a photosensitive layer 3 formed on the conductive support 2 and including a protective layer 7 disposed in the farthest side from the conductive support 2, wherein the volume resistivity R0 (Ωcm) of the photosensitive layer per 1 cm<SP>2</SP>surface area measured in an environment at 22°C and 55% RH and the volume resistivity R1 (Ωcm) of the photosensitive layer per 1 cm<SP>2</SP>surface area after exposed to white light at 1,000 Lux for 10 minutes satisfy the relation expressed by (1): 1.0×10<SP>9</SP>Ωcm≤R0≤1.0×10<SP>15</SP>Ωcm and (2):0.1≤(R1/R0)≤1.
