PROBLEM TO BE SOLVED: To provide an image forming apparatus assuring stable image quality by preventing photoreceptor filming or soiling on an charging roller surface in the image forming apparatus provided with the electrifying roller for electrifying by being brought into close contact with the photoreceptor and lubricant applying means for applying a lubricant such as zinc stearate, and to provide a process cartridge used in the image forming apparatus. SOLUTION: The image forming apparatus has a charging member 2 bought into close contact with the surface of the latent image carrier 1 to carry out electrification, develops by having developer stick to the latent image carrier 1 and is provided with a cleaning member 5 cleaning the developer remaining on a surface of the image carrier 1 after developing. The image forming apparatus is provided with the lubricant applying means 8 and 11 for applying the lubricant by being brought into contact with the surface of the image carrier 1 in a non-conductive state, on a downstream side of the charging member 2 and on an upstream side of a developing apparatus 4 in a rotating direction of the latent carrier 1 surface.
