PROBLEM TO BE SOLVED: To provide a diamond electrode which can dispense with the need for coating and sealing, using other materials for a flattened diamond electrode. SOLUTION: The diamond electrode 2 is provided with a substrate 21 arranged horizontally and a conductive diamond diaphragm 22, formed on the upper surface 21a of the substrate 21, the surface of the conductive diamond diaphragm 22 being formed with a hydrophilic region 22A, having hydrophilic properties and the hydrophobic region 22B having hydrophobic properties, formed surrounding the hydrophilic region 22A.
