PROBLEM TO BE SOLVED: To allow an optical communication device which transmits a wavelength-multiplexed optical signal to stably operate without reference to whether there is input light or a modulated signal to be sent out. SOLUTION: An optical branching/inserting device of the optical communication device of the present invention outputs input light from an input port to an output port through an optical branching means 10, an optical modulating means 11, and an optical branching means 12. A branched optical signal branched by the optical branching means 12, on the other hand, is made incident on an operation point control means 13 of controlling the operation point of the optical modulating means 11. The light intensity of branched input light branched by the optical branching means 10 is detected by an optical detecting means 15, which outputs a signal corresponding to the light intensity. This signal is input to a control means 14, which controls the operation of the operation point control means 13 so that the operation point of the operation point control means 13 can stably be maintained.
