PROBLEM TO BE SOLVED: To provide communication to terminals by a plurality of small scale subnetworks, wherein an inexpensive and simple network is constructed with a hierarchical structure so as to actuate required terminals and to provide a method of controlling thereof. SOLUTION: A plurality of subnet controllers 2 are connected to a single controller 1, a plurality of terminals 3 are connected to each subnet controller 2, only a required terminal 3 is selectively actuated so as to perform only required communication.
