PROBLEM TO BE SOLVED: To provide an organic EL panel in which the generation of a leaking current by the driving or saving at a high temperature can be to the utmost suppressed. SOLUTION: The organic EL panel 100 laminating: an anode 20; organic layers 30 to 60 including a light-emitting layer 50; and a cathode 80 on the substrate 10 interposes a planarizing layer 30 comprising a positive-hole transporting material and planarizing an unevenness on the anode 20 between the anode 20 and the light-emitting layer 50; and a layer 40 disposed on the planarizing layer 30, consisting solely of the positive-hole transporting material having a higher glass transition temperature than that of the planarizing layer 30, and having a thickness of 8 nm or more.
