PROBLEM TO BE SOLVED: To provide a development device capable of obtaining uniform latent images without density irregularities or the like by having a development roller carry the uniform and optimum amount of a toner and imparting it to a photoreceptor; and also to provide an image forming apparatus provided with it. SOLUTION: The development device is provided with the developing roller 510 which holds the toner T on an outer peripheral part 301 and imparting the held toner T to the photoreceptor. On the outer peripheral part 301 of the development roller 510 of the development device, a groove 2 where the particles T1 and T2 of the toner T enter is formed. At least a part of the groove 2 is constituted of a 2-stage groove structure part 23 comprising a first recessed part 21 opened to the outer peripheral surface 301a of the development roller 510 and provided with a pair of side faces 211 and a bottom surface 21 and a second recessed part 22 positioned closer to the rotary shaft side of the development roller 510 than the bottom surface 212 and opened to the bottom surface 212.
