PROBLEM TO BE SOLVED: To provide a developer layer thickness control member that stably carries out control of developer layer thickness while suppressing a striped image, a developing apparatus, a cartridge and an image forming apparatus. SOLUTION: The control member is composed so that at least a parameter of surface roughness in an abutting part with a developer carrier satisfies the following formulas(1) to (5): formula(1) 0.030≤Sm≤0.170, formula(2) Rpk≤2.0, formula(3) Rp≤5.0, formula(4)0.10≤Rvk×(100-Mr2)/100≤1.30, and formula(5)Rpk<Rvk. Here, Sm is an average interval [mm] between recessions and projections stipulated by JIS-B0601-1994, Rp is maximum peak height [μm] stipulated by ISO4287-1997, Rpk is initial wear height [μm] stipulated by DIN4776, Rvk is oil pooling depth [μm] stipulated by DIN4776 and Mr2 is load length ratio 2[%] stipulated by DIN4776.
