PROBLEM TO BE SOLVED: To provide a method and an apparatus for adjusting a monitor frame automatically, based on a video image variance. SOLUTION: A variance block discriminator and a video image output unit in a region are added to a video image acquisition unit. When a video image moves or changes, a corresponding variance block is cut and divided automatically, and an attention block is determined. Then, after the resolution of the attention block is adjusted, the video image in the attention block is outputted to a video image receiver.
