PROBLEM TO BE SOLVED: To provide a digital modulation signal evaluation apparatus for facilitating a level matching operation by extending a proper evaluation range. SOLUTION: A level discriminator 21 for outputting information denoting whether or not a calculation result of an evaluation arithmetic section 15 is proper includes an upper limit setting means 21a for setting a fixed upper limit; and a variable lower limit setting means 21b that receives a result of calculation by the evaluation arithmetic section 15, and establishes a lower limit decreasingly changed in accordance with degradation of modulation quality, within a range wherein the modulation quality of an evaluation object signal denoted by the calculation result is a prescribed value or below. The level discriminator 21 discriminates whether or not a level of a baseband signal detected by a level detector 17 stays between the fixed upper limit La and the lower limit Lb varied in response to the calculation result of the evaluation arithmetic section 15, and treats calculation results effective which have been judged proper in terms of the evaluation arithmetic results but have conventionally been discriminated improper from the standpoint of the level discrimination.
