An initializing signal generating circuit is provided to stably initialize a semiconductor device by correcting the enable timing variation of an initialization signal due to the variation of a temperature and a manufacturing condition. An initializing signal generating circuit includes a voltage divider(220), a controller(210), and a signal generator(230). The voltage divider divides an external voltage, generates a first enable signal, and outputs the first enable signal to a first node. The controller includes at least one fuse and adjusts the voltage level of the first enable signal according to a cut state of the fuse. The signal generator generates the initialization signal of the semiconductor device in response to the first enable signal from the first node.
