A three-dimensional terracotta makeup cosmetic composition is provided to have contents stability and feeling of use capable of easily securing the variety of designs of powder content, and be able to express natural feeling of use and color sense. And a method for producing the same is provided to be able to maximize the efficiency of manufacturing process and improve the manufacturing yield. The three-dimensional terracotta makeup cosmetic composition comprises 1.0-20.0 wt.% of at least one oil and silicone, 0.01-5.0 wt.% of at least one gum, 30.0-70.0 wt.% of at least one body pigment and inorganic pigment, 20.0-50.0 wt.% of a nano-solvent, 0.5-10.0 wt.% of at least one moisturizing agent, 0.01-1.0 wt.% of a preservative and 0.01-1.0 wt.% of an oxidation stabilizer, where the nano-solvent consists of 2.0-4.05 wt.% of lecithin, 2.0-5.0 wt.% of cholesterol, 1.0-2.5 wt.% of beta-sitosterol, and 85.5-90 wt.% of purified water, comprises an active ingredient consisting of tocopherol and a derivative thereof, retinol and a derivative thereof, ascorbic acid and a derivative thereof, kojic acid, hydroquinone, hyaruronic acid, ceramide and pseudo ceramide, an extract of green tea, caffeine, tea-tree oil, marine collagen, vegetable collagen, natural moisturizing factor, and an extract of sea squirt and is characterized in that it is prepared by gradually agitating the mixture with maintaining the temperature at 40-50 deg.C using a paddle mixer at the speed of 60-100 rpm, agitating it using a homo mixer at the speed of 2,500-3,500 rpm for 2-4 minutes and then three-times treating it with a microfluidizer under pressure of 700-1,000 bar to have a particle size of 20-100 nanometers.
