PROBLEM TO BE SOLVED: To efficiently support an operator's work in a monitoring system.

SOLUTION: In the monitoring device 20, when a message receiving part 22 receives a message related to a monitoring object through a network, a corresponding action determination part 26 determines an appropriate corresponding action according to the message. The corresponding action determination part 26 selects an action flow constituted by a combination of two or more sets of action parts that are units of the work to be executed in association with the received message in reference to an action definition database 34. A corresponding action control part 28 reads the selected action flow from the action definition database 34 and makes a command issuing control part 80, an automatic calling control part 82 and an automatic mail transmitting control part 84 execute it.
